DESCRIPTION OF MAJOR DUTIES AND RESPONSIBILITIES:

Serves as Chief Business and Recreation Division, and as such plans, manages, directs, coordinates and supervises the functions, programs and activities of the division and performs delegated personnel management responsibilities. Functions, programs, and activities include but not limited to Sports & Fitness, Arts & Crafts, Automotive Skills, Outdoor Recreation, Beach Operations, Swimming Pool, Library and Non Facility Based Planning, Community Club, Bowling Center, ITR, Recreational Rooms and Campground, special events and concessionaire activities.

Plans, directs, coordinates, and evaluates community wide revenue generating programs. Determines overall local policies for providing business and recreation services. Determines program requirements and ensures that pertinent regulations and directives are implemented. Analyzes and develops alternative approaches (including analysis of costs, performance factors, and community needs) and advises higher-level official(s) on all factors influencing decision to provide services at a particular location. Establishes standards for programs, develops and implements internal control, and reviews and evaluates the efficiency of all program operations. Evaluates the effectiveness of programs in terms of mission accomplishment; procedural, policy, and regulatory compliance; quality and quantity of service; and profitability and recommends changes. Approves operating policies to meet regulatory and local requirements, to interest and attract customers, to improve quality of service provided, and to meet recommendations, suggestions and desires of customers.

Manages the formulation and execution of annual budget, funded through appropriated and non-appropriated funds. Reviews budget estimates submitted by program activities for completeness and applicability to program goals and objectives. Ensures fiscal responsibility and monitors expenditures to ensure efficient use of funds and proper accounting procedures. Conducts resource study of new or proposed activities such as new facilities, major renovations, expanded services, etc.

Studies programs and services to determine services, needs, acceptance and use. Determines program strengths and weaknesses and devises ways to improve services, reduce operational costs, and increase efficiency. Conducts special studies and surveys to determine needs of the service and family members, considering availability and distribution of resources to meet current and future needs. Implements changes in organizational structures, positions, delegated authority, internal policies, workflow, etc. to improve operations. Participates in manpower and management efficiency studies.

Performs the full range of delegated supervisory personnel management tasks. Assigns, directs, and oversees the work of employees. Renders professional advice and assistance in technical and administrative problems encountered. Assigns work to meet workload requirements and to make most economical use of available manpower. Approves leaves for key personnel, initiates and approves personnel action request, interviews applicants for key positions and makes selections. Establishes performance standards for subordinate key personnel and rates their work performance. Resolves complaints and makes determinations on serious cases requiring disciplinary actions. Regularly inspects maintenance of records and documents/forms to insure that record, reports and correspondence are correct and complete and are forwarded at due dates. Establishes internal procedures to increase effectiveness of operations and improve quality of service provided. Spot-checks work during progress and initiates corrective action. Supports an aggressive position and organization structure. Reviews and approves changes in duty assignments. Maintains close contact with appropriate specialists to discuss proposed changes and their impact on average, grade and supervisory ratio in order to arrive at a conclusion best meeting management and organizational needs and operational requirements.

QUALIFICATION REQUIREMENTS:

Progressively responsible experience performing related duties, which demonstrates the ability to successfully perform the duties of this position. Experience in a supervisory capacity is mandatory. Knowledge of the goals, concepts and techniques of a community activities program, including recreation, sports, entertainment and art, and of general management and business operations of various facilities is required.
Five years experience in formulating and executing APF and NAF budgets is desirable.

5. Administrative Exemption:
a. Primary duty consistent with 5 CFR 551 (e.g.; non-manual work directly related to the management or general business operations of the employer or its customers), AND job duties require exercise of discretion & independent judgment.
